  Hello,

  We want to prepare a website similar to a billboard/forum where different users from various countries can upload their announcements to specific boards, then members of the website will have notification e-mails from the specific board they are member of. Articles (announcements) created in this website will only be visible to preferred user groups. Example: Group A is French, B is German and C is American. A creates an article and targets only German and American groups. So, this article will be shown only to users of German and American groups and the author of article. Also, consider that there will be roughly a number of boards sufficient to all countries in the World.

  Which theme can we use to prepare such a website? Can you tell us the system configuration we need (plugins or other configurations that you recommend)?

  Hi –

  You can set up a different page for each language and link those pages in your site menu. That will work on any theme.

  As far as notifications go, the user can receive notifications from a thread they are commenting on or following via reader or by subscribing via email. How they receive the notifications will be up to them.

  There are 2 different versions of WordPress. On WordPress.com you can use Plugins as part of the Business Plan upgrade. This also gives you the ability to upload a custom theme outside of what is found at wordpress.com/themes/
