That is just how it is. It’s a WordPress.com pricing situation. If they wanted to make plugins available on Premium plans they would. So plugin installation is available only for Business and Ecommerce plans and the only way to do it is to upgrade.

Sites using plugins cost us significantly more to host and support than sites without plugins.
In order to support using plugins on a WordPress.com site, we have to make significant changes in terms of the hosting setup of the site, compared to standard WordPress.com sites. Allowing plugins also significantly increases the chance that something on the site can break, and it increases the risk of a site being infected with malware via an unsecure plugin. So these sites require a lot more pro-active monitoring to prevent problems, and take a lot more effort to fix when something does go wrong.
That is why this option is only available on our most expensive plans.
