Our staff member left his job and closed our paid account. I have a receipt but when I enter the transaction ID it will not accept it.

You are listed as and Administrator on the site, so you can purchase a new plan from https://wordpress.com/plans
A different user is listed as the owner though, and since they are the one who owns the domain, if they are the one who left, you’ll need to ask them to transfer that ownership to you: https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/

The other person did not leave on good terms so I don’t think they will be helpful. It is our College of Optometry website and there is information that has been posted over the last two years that we need. We have no idea when he closed the account so we do not know if we can still have it all restored.

Neither the account nor the site is closed, it is just that the Business Plan has been removed from the account – and that can indeed be restored along with the information you seek to recover. Unfortunately, umsloptometry.com is not currently the primary domain because the Plan has been removed.
As staff-blorbo mentioned, the best bet is to get the account transferred away from the current owner to a different admin, as things will get complicated once the domain expires. Also, there are about 6 months left of the Business Plan subscription that was removed, so if you can get the owner to restore that Plan, you’ll save 6 months on the upgrade.
That, and you’ll have the peace of mind that a current employee will have ownership of the site, domain, and all upgrades connected to the account. I understand it may be the more difficult option, but it is also the more worthwhile option in the long run.

Hi again, We definitely will not be getting any help from our former employee. Our IT folks here had me log on with his old email but it only gets me to his personal page, not the College. It still says it is a closed account. What can we possible do from here?

While logged into this account, go to this page: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
You should see a list of blogs that are “hidden” under the account. Hover over
umsloptometry.wordpress.comand you should see a “make visible” link (screenshot) then you should be able to select the site in your My Blogs list.Once you get that shown, you can follow the steps here to transfer ownership of the site and domain to a different account.
