  I would like to add a weather widget/plugin to my main page, which would be useful for my target audience. The one I’ve identified is POWr Weather: https://wordpress.org/plugins/powr-weather/. This seems to be fairly straightforward and functional, though I am open to other options. Can you help? Thanks!

  You are confusing WordPress.COM blogs like yours and WordPress.ORG software installs. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs. We cannot use JavaScript widgets and there is no upgrade you can purchase here that changes that reality.
