  When I type my web address it takes me to my blog, but with the editor tools at the top. Can the public see this too?

  If you are still logged in to WordPress.com then yes you will see the black bar with My Sites Reader etc. I see it at the top of your site as I am logged in to WordPress.com too, but if I click on any of the buttons, My Sites or Write etc I go to MY site not yours.
  Anyone not logged in to WordPress.com that visits your site doesn’t see the black bar at all.
