  I have an outside designer that will be working on my site.I have all upgrades and want to know how I can give him access for redesign? Do I need to make him and Admin or is there a way to give him FTP access?

  You can invite him as a user on the blog from Users -> Invite New in your blog dashboard. (We don’t allow FTP access for the sites hosted at WordPress.com.)
