Web designer locked me out of my site – need to get in!

I paid a designer to take my existing domain – riddleworks.ca – and build me a wp site. After not completing my site, the set the homepage to an “under construction” page, and will not respond to me. I need to be able to log in to wordpress and get it up and running now, as I’ve been dealing with this for quite some time.
I am afraid if I do a password reset or something, he will turf all the work that has been done so far, and I will be out $400 and have nothing to show for it. Is there a way to reconnect to my namecheap site without losing everything?! I’m not even sure where to start..

I’m sorry but we cannot provide accurate answers to any blogger who fails to provide the exact URL starting with http:// for the exact blog they refer to so we can verify where it is hosted. Please do that now.
