Web Developer registered our domain and has gone missing

How do we contact the appropriate person on Automattic where our domain was registered by a web developer? Or can an administrator please pass on this message as the format on WordPress customer service looks like I have to pay to communicate with someone.
Our domain was registered by a web developer who now refuses our calls and emails since 2020. We don’t know the login details to his WordPress account, but need help gaining our domain name back.
We have legal proof of business ownership and on the website.
Anyone kindly help with this matter?

Our domain is http://www.soulofasia.com and we have all the legal documentation to prove this is our business. My email address has the domain name. Can we just move this to my account? I will pay for upgrade if that can be done.
