My question is, if I upgrade to a premium plan in wordpress do I still need to buy a service from a web hosting company?Thank you.

Whatever your are reading is clearing directing you to create a WordPress.ORG site. This is the WordPress.COM support forum. Know that there are no upgrades sold by WordPress.COM that apply to any sites that are not free hosted by WordPress.COM. If you choose to have a WordPress.COM blog then your do not need to purchase web hosting but there are limitations to blogging here.
