Hello,
If I become self-hosted through a web-host like Blue Host, will I then be able to add more plug-ins featured through WordPress? I’ve already purchased my domain through WordPress, and was just very unfamiliar with the process.

I may be misunderstanding what you mean by “add more plug-ins featured through WordPress”, so if I am, please correct me.
But if you are asking if becoming self-hosted will allow you to use the plugins listed here:
http://wordpress.org/extend/plugins/
…on your WordPress blog, the answer is yes.
However, you do give up a number of things that hosting on wordpress.com provides. Secutiry, backups, and automated updating being among the most obvious. However, for some people, a self hosted WordPress setup is the best way to go.

Yes. Although it’s stated throughout that WordPress plugins are immediately available on the dashboard, I am without one. I am unsure as to the reason why, but I am certainly lacking one.
I was hoping that becoming self-hosted through someone like Blue Host would allow me to add the likes of LiveFyre or a forum.
Not to mention, this is all very new to me and am not entirely certain what the typically purchased WordPress domain is allotted, and if I am just an oddity.

If you want to add a forum – you can have a forum hosted not here then link to the forum – some forums let you do domain mapping or sub-domain mapping so you could map the forum to look like it is part of your blog here
Purchasing a custom domain name and mapping it to your blog only changes the address people see when they visit your blog – everything else remains the same – same terms of Service etc.

In general, as it says on the page linked by auxclass, uploaded plugins like LiveFyre are unavailable to users who have their blogs set up through wordpress.com (the only exception is for the VIP program users, but that will cost you close to $3800/mo).
You will need to look into self-hosting if you want to use LiveFyre or other plugins. It’s not that hard to do and there are plenty of resources on WordPress.org to help you. But it is more work than just using WordPress.com. For example, I am currently wrestling with helping a friend upgrade his self-hosted blog today. He installed it in 2008 or so and never ran any updates when new WordPress versions were released. Now, over 4 years later, one of the plugins he was using has finally broken due to being out of date, and the whole thing has to be reworked. He ignored the extra work that self-hosting takes and now there is a mess to clean up.
Just one of the things you’ve got to consider when you choose to self host or not.
