  If I want to just maintain a blog and nothing else (not a business site), should I use a web hosting provider?

  The blog I need help with is: (visible only to logged in users)

  You do not need any upgrades to maintain a blog here at WordPress.com.

  If you decide to self host your blog, then you would need to WordPress.org (and also seek support at http://wordpress.org/support/ ) WordPress.org is a software that you install to build your site.
