Hello,
I’m trying(for the 1st time) to set up a web site using wordpress. I’ve completely bollixed it up and want to start over again from scratch.
Can it be done and how?

That is not a free hosted WordPress.com blog. Note that we do not provide support here at WordPress.COM for any installs of WordPress.ORG software. We provide support only for free hosted WordPress.COM blogs being hosted right here on this multiuser blogging platform.
You are posting to the wrong support forum. WordPress.com and WordPress.org are completely separate, have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

A blog is a post based website designed for interactive communication.
A website is a page based site designed to operate as a one way means of communication ie. a noticeboard.

On one hand, none of the characteristic “blog” features like categories, tags, authors, dates, etc. can be removed from a free hosted WordPress.com blog, without purchasing an annually renewable custom design upgrade and doing the required CSS editing.
