  I made a website but I exclude him to start from scratch. However can not access the address and when I try to create a new one, with the same address, after all I just wanted to start the site, I do not have access to the same address and can not be used.

  Simply stated you can’t register any deleted blog URL because deleting any blog URL is a permanent and irreversible act, just as the multiple warnings required to accomplish site deletion clearly state.   Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

  You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/

  Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
