The functionality of all blogs here is the same and strictly speaking a blog ius a wesite. We can create a custom menu if we have a theme that supports the Custom Menus feature and that allows us to customize the navigation menu. I believe that’s what you maybe referring to. http://en.support.wordpress.com/menus/
There are many common errors, misunderstanding and misconceptions when creating custom menus and you can read about them here > http://wpbtips.wordpress.com/2011/12/19/custom-menus/
We can either retain the (Google juicy)post based conventional blog structure that’s designed for interactive communication, or we can create a page based (not Google juicy structure), and we have a choice. Creating a static front page resulting in a one-way noticeboard website structure is optional. Better Blogging at WordPress.com: Pages and Posts
By default the front page of our blogs is the running page for posts (not pages). Pages are static. They sit outside of the blog structure and you cannot post to multiple pages in any blog. There is only one main page for posts in a blog and all posts will show on the main blog page. There is no way to exclude posts from the main posts (blog) page.
If you do not want all the posts to show on the main page, then you can create a static front page for your site.
Choice 1 static front page.
Choice 2 running page for all posts on front page.Which do you choose? It’s one or the other.
If you choose Choice 1 static front page then you have to create two pages. One for the static front page which you can call anything you choose example “Welcome”, and one for the blog posts to appear on which you can call anything you choose example “Blog”. After you do that you go here . Settings > Reading and make the designation change and click “save changes”. http://en.support.wordpress.com/pages/front-page/

We organize our posts (not pages) by assigning catefories and to tags to them. There is only one dynamic page in a blog for posts and we cannot post to more than that one page. But we can create the appearance that we have posted to more than one page.
We organize our posts by assigning Categories to them. When we publish a post it automatically appears on the running page for posts and also on the Categories pages and Archives pages. Note: There must be one published post in each Category in order for there to be anything to display. We can either put the categories widget into the sidebar, or we can create a custom menu and add the categories and/or tags pages into the custom menu.

http://en.support.wordpress.com/menus/#adding-tag-pages-and-posts-to-your-menuA custom menu allows you to display Categories with drop-downs to sub-categories in tabs along the horizontal navigation where normally only Pages tabs are displayed. If you wish you can also include Pages with drop-downs to sub-pages and/or Tags pages and/or Custom Links in your custom menu as well. You are in charge of what appears in a custom menu. You choose the order in which to display any and/or all the foregoing in your custom menu. You choose which to display and which to hide.

Hello,
It is interesting that I just looked today to find info on how to use my blog as a website. I am starting a linguistic/literacy business in Colombia and hoping that wordpress is going to provide what I need in a website. I must admit that you are speaking a language that is somewhat like English (ha ha), but I’m finding it a little difficult to understand.
I like the idea of a static page where my customers can arrive at, and then have options to choose from.
Thank you for this topic.

@jbtreece
The donside of having a static front page is that it compels all reurning vistors, who are seeking your most recently published content, to have to click through the static front page every time they visit in order to locate the new content they came to read. Static front pages are suitable for some sites but not for others, and the choice is an optional one that each of us can make or not.
