Webpage not loading correctly

    In the back of WordPress I have created a homepage and the bones of a website and double checked that the pages I want are published and are in the ‘pages’ tab. However I can see when I go to load up th page on my phone an old version is booted up and when I load it on chrome a file is downloaded instead of the designed webpage loading.
    How can I fix this?
