Websimon tables

I have created a blog on the basic WordPress package. I wish to add a Websimon Table. However WordPress.com is saying that I cannot put a plug in on to my blog. However, Websimon Tables are found on WordPress.Org. If would appear to be the same company so why am I unable to add this plug in. What should I be doing to enable me to add it to my Blog?

This is a multiuser blogging platform. Our blogs are not free standing. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. There is no upgrade you can purchase that will provide FTP access and the ability to install plugins, upload themes, and/or edit templates and themes in a free hosted WordPress.com blog.
