  I have a question. If i host my website through AWS service, would i still have to pay for the wordpress business ($25/month) plan? When would I have to/not have to pay for this plan?

  You pay for a Business plan (paid for annually not monthly) if your site is hosted here at WordPress.com. If you want to have a site hosted elsewhere you’d need to ask them what features/plans they offer over there.
