Hi –
You are correct that you would need to have a self hosted site with WordPress.org in order to use Plugins.
I do not see any WordPress icons when I visit http://www.icodedigitech.com.
It says the site is under maintenance.http://www.icodedigitech.com is not a WordPress.com site. See here:

which is the best package for starters when it comes to hsoting one website, and which is the best host company…When I visit the site i see a small icon of wordpress at the very top of the tab bar…I have to see from other computers , but i see it also in my phone..So the second question how do I remove that.Yet am still developing it

We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM.You are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Thank you. Let me try to do some house keeping on the site and follow the list you have suggested

I hope you are clear on the fact that you are posting to the wrong support forum. We do not provide support for http://www.icodedigitech.com/. That support is at http://wordpress.org/support/
