  Hi there,

  To be able to upload a third-party theme you need to upgrade to the Business or eCommerce plan. You can read more here:

  With the Free, Personal plan, you can activate any free theme from the WordPress.com themes repository:

  https://wordpress.com/themes

  With the Premium plan, you can activate any of the themes from WordPress.com themes.
