  I want to build a website that can be viewed on mobile and smartphone devices. Can wordpress manage this?

  This is not about WordPress. This is the theme you are using. If the theme you are using is a responsive theme your site would look good on mobile and smartphone. You can see themes which support a responsive layout here – https://wordpress.com/themes/filter/responsive-layout/
