According to https://www.whoishostingthis.com/#search=www.mysepl.com that uses Cloudflare, not WordPres.com (Automattic). Unfortunately that means WordPress.com staff are unable to help in this case.If you use the open-source WordPress software (WordPress.org), you’ll need to go to their forum to get help: https://wordpress.org/support/forums/

no im sure i used wordpress.com however i still did not publish my website i was still editing it. is there a way i can get it back

If this is a WordPress.com account, head to https://wordpress.com/support/account-recovery/. If it is a WordPress.org account, head to https://wordpress.org/support/articles/login-trouble/.
As for whether your site is on WordPress.com:
Your username is wwwmysepl which is why I thought it had been a typo. I still believe the URL is http://www.mysepl.com/ or http://mysepl.com (see my whoishostingthis.com searches below for the reason). If I’m still wrong could you please confirm your URL and make sure before posting that it doesn’t have any typos in?http://www.myselp.com, myselp.com, .mysepl.com and .www.myselp.com are all still returning as not registered. It doesn’t matter that your site is not published. Look at the results for one of my private sites: https://www.whoishostingthis.com/#search=testsitevolunteer.wordpress.com.
It says it’s hosted on Automattic. This is what your site should say if it is hosted on WordPress.com, regardless of whether it is Public, Coming Soon or even Private. Even if you haven’t actually launched your site yet, it should still be giving me this result.
The only reason why this wouldn’t be working would be if you haven’t actually started to make your site at all yet (i.e. you haven’t registered the domain name), but from what you’ve said this isn’t the case. Also, if you haven’t registered the domain name (URL) yet, that will be why your website is not working.The search for https://www.whoishostingthis.com/#search=www.mysepl.com is still returning with ‘Hosting Provider’ and a reference in the name servers to BlueHost for me. Feel free to do the test yourself at https://whoishostingthis.com/ if you want, and take a screenshot of the results if they’re any different to what I got. (Read https://wordpress.com/support/make-a-screenshot if you’re not sure how to make one.) The search for mysepl.com was the same. .www.mysepl.com and .mysepl.com are not registered.
I’m happy to do other tests if you want me to but please confirm the URL before hand.Bear in mind that just because your URL ends with .com it doesn’t mean it’s definitely hosted on WordPress.com. Also bear in mind that most WordPress.com sites (if not all of them) use https:// — every time in these forums I have seen a URL with http:// it has ended up being a WordPress.org site.
If you’re still 100% certain your site is on WordPress.com, please confirm the correct URL.

I’m now going to http://mysepl.com and it’s sending me to a coming soon site (albeit taking a long time to load). Its title (or slogan, I can’t tell) is ‘solar energy panels and lights’. It has the WordPress.org ‘Coming Soon’ page:

(If this site was on WordPress.com it would have a blue screen with a much larger ‘Coming Soon’ message.)
http://www.mysepl.com is redirecting to the same site.Two things I’ve concluded from this:
http://www.mysepl.com is up and running. (If this isn’t the case for you, try clearing your cache and cookies, and updating your computer. I had just done this before double-checking whether this site was working.)
It uses WordPress.org.Please tell me if this isn’t the correct URL.
