I have a current website created in WordPress and hosted by Godaddy. I would like to start working on recreating a new version of the website (in draft form), without the website being published or attached to the current address, until new version is completed. Please advise.

That is not an issue – what you could do is create a site with a free WordPress.com blog address. You are assigned a
.wordpress.comor a.home.blogsubdomain whenever you create a site with WordPress.com, so you can just use that as the domain as you build the site and determine whether or not this is the platform you want to use. The site is private/pre-launch mode by default, so you’ll have no worries of anyone visiting the site until you are ready to launch.Once you are developing the site, you can make the decision to transfer the domain over:
https://en.support.wordpress.com/incoming-domain-transfer/
map and existing domain:
https://en.support.wordpress.com/map-existing-domain/
Or even creating a new one:
https://en.support.wordpress.com/register-domain/
