Website dashboard issus and also Cannot access wordpress account established in 2010

  Hello, I have a complex situation that I have a website that has graph paper press and with a wordpress base. It works and I can access a version of my dashboard, but this is clearly off, simply blue text links on a white field and I get a ‘403 Forbidden’ message when I click any of them. I attempted to log into WordPress.com but it doesn’t recognize any of my email addresses and WordPress.org only shows an account I set up in May for a different site. So I’m in a purgatory of sorts. Thanks for input and help!
