Website Domain registered under wordpress.com but not to my account

I registered a website domain through wordpress.com. My intentions were to use wordpress.org and thus I have canceled my plan to get a refund. I am looking to have this domain name transfered to SiteGround so that I can use wordpress.org.

If you wish to use your domain with another host, you have three options.
Please keep in mind that all three options accomplish the same result.
If you’ve had your domain for more than 60 days, you can transfer it to a new host by following these instructions: https://en.support.wordpress.com/move-domain/transfer-domain-registration/
With a Domain Transfer you would no longer be registered with WordPress as a registrar.It would appear SiteGround has a guide here involving domain transfers: https://www.siteground.com/tutorials/getting-started/transfer-domains-to-siteground/
If for whatever reason you can’t transfer your domain, you can change your Name Servers so they point away from WordPress.com, Your domain will still be registered with WordPress, but you’ll no longer be using WordPress.com hosting.You can change your Name Servers by following the instructions here: https://en.support.wordpress.com/move-domain/change-name-servers/
And finally your host may require you to also update your DNS records, you can do so by following the instructions here: https://en.support.wordpress.com/move-domain/setting-custom-a-records/
It is recommended that you simply transfer your domain, however this may not always be an option.

I currently dont have the domain as I got refunded for my subscription. The domain however, says it is “Parked with Automattic”, I’m not sure how I can access the domain again or if I can?

It looks like you’re referring to cupofmed.com, is that right? I restored it to your account. If it’s a different domain please let me know.
The domain has to be restored to your WordPress.com account to prevent it from entering redemption. That’s why you’re seeing the “parked” status. It’s not possible to transfer a domain that is not actively registered.
Domains have to be at least 60 days old before they can be transferred to a different registrar. This is an ICANN regulation, not our own. Once your domain is old enough you’ll follow these instructions to move it: https://en.support.wordpress.com/transfer-domain-registration/
Note, you don’t have to transfer the registration for it to work with the WordPress installation.
For now, you’ll edit the name servers of the domain to point it to your host and show your self hosted WordPress site. Here are those steps: https://en.support.wordpress.com/move-domain/change-name-servers/

I am still showing that I do not have that domain and that I am unable to register this domain as it belongs to someone else.

That’s right. The domain is already registered which is why you aren’t able to register it again.

Once the domain is 60 days old you can transfer it.
