There has been a transfer of my website from my webmaster to me. The site is down. I would appreciate assistance from your company, not a community forum

What is the exact URL starting with http:// of the site you referring to please?
This is wordpress.COM support. We cannot answer any questions posted here accurately until we have the relevant URL and have confirmed hosting.
We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM. That support is found at http://wordpress.ORG/support/
(3) sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page. That support is found at http://jetpack.com/support/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, support docs and support forums, run different theme versions of themes with the same names, and many people get confused about the two. Be aware that there is no Staff support for WordPress.ORG software installs on paid hosting. In those cases you contact the web host.

re: renewing upgrades
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, renew or cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades.
If you are not logged in under the correct username account clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login under the correct username account.
If you do not have the required access and someone else registered the site you need to contact the person who registered the account and site under it and have them transfer the sites to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
