Hi I am having a nightmare and haven’t found anyone to contact
I’ve been paying £19.99 a month for a year with no website . I had a website working on this and it went off line sept of last year

Looking at that site I can see it’s hosted on onwpeasy.io. It’s not using our managed hosting environment from WordPress.com.
For help, I would contact them first. Otherwise, there’s a volunteer network available for folks who run their own WordPress installations, which is how you’re set up. That is available at https://wordpress.org/support/forums/
