  Is there a way to duplicate an old wordpress site and then
  change the name of it as a way to begin making a new website?

  The blog I need help with is: (visible only to logged in users)

  Hi there, you can do the following:

  1. create a new WPcom website
  https://wordpress.com/start/site

  2. export the content of the old site (please read the notes about what will be exported): https://en.support.wordpress.com/export/

  3. import the content from the old site to the new site: https://en.support.wordpress.com/import/

  4. empty the content of the old site:

  Empty Your Site to Start Fresh

  It is very important that before you start #4 you first ensure that all your media files have correctly and completely transferred to the new site.

  Just a thought, if your site address will be date specific, like your current one (fall2019), you can just start a new site with a new address and begin from scratch.
