  Here are instructions to enable/disable comments for your whole site:

  http://en.support.wordpress.com/settings/discussion-settings/

  However, any existing pages/posts will have to have their comments turned off individually using these instructions:

  http://en.support.wordpress.com/enable-disable-comments/
