Im thinking about website which will only index links from other websites like openload.co and others. Files of movies will not be on my servers.

This technically be done on WordPress.com
However, we do not allow sites whose primary purpose is to drive traffic to external affiliate links. So, if we see a site with poor quality content and a whole bunch of Amazon affiliate images, for example, that would be considered spam – which is against our Terms of Service. If the movies are pirated, we also do not allow Warez blogs: Blogs that promote pirated copies of ebooks, software packages, music, movies, games, etc.

You might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this link to learn about the differences:

That site is not hosted at WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
Because WordPress.com and WordPress.org are two entirely separate entities, WordPress.com staff can only assist with sites that are hosted on our servers and the type of site you’re wanting to set up is not allowed here at WordPress.com:
