  namecheap is my domain and host – do i need a plan to build website

  Many thanks for reaching out.

  You can make a free site with WordPress.com, in order to set a custom domain however, the site would need to be on the paid plan.

  The domain can be mapped from Namecheap as per these instructions: https://en.support.wordpress.com/domains/map-existing-domain/
