Hi, I’m looking to start up a Web design business with wordpress, how do i go about setting new domains via a plan? Do i have to purchase a plan with every website? If not please advise on the best way to do this.

You can go to https://wordpress.com/start/domains to get a domain. After that you can choose a plan.
Or go straight to https://wordpress.com/start/plans (if you go straight to that page, there is no free option).Do i have to purchase a plan with every website?
No, there is a free option. (If you want a paid plan for your website, it will be for that website only. You need to get a paid plan for each website you want a paid plan on.)
If you start to create your site, there are one or two options for free domain names, listed under the recommended domain name. When you are asked to select a plan, there is an option to have a free plan at the top of the page.
You can also publish the site for free. When you go to make your site live, it will ask again if you want to buy a domain name or a plan, but there are options to keep the free domain name and plan.
If you want to try out features of the paid plans, that will require you to upgrade, but WordPress offers a full 30-day refund on all plans if you aren’t happy with it. You can read more about plans here: https://wordpress.com/support/plan-features/Website Hosting
You don’t need to worry about hosting. WordPress.com handles that for you.
You may be getting mixed up with WordPress.org, where you would have to manage hosting. Check the difference if you’re not sure: https://wordpress.com/support/com-vs-org/.I hope this helps!
