Website in multiple languages

I have a website on wordpress.com for the english speaking audience, but need an exact copy for the dutch speaking community. Is there any kind of multilingual support with WordPress? (i’m NOT talking about the WordPress interface for the administrator, but about the content itself).
Typically this is something like selecting your language and then getting to see the copy of the site in your personal language. As an administrator of the site you would need the tools to manage the different versions of the pages without worrying about having to duplicate the graphical lay-out (look & feel, images etc….).The blog I need help with is: (visible only to logged in users)

Is there any kind of multilingual support with WordPress?
The WordPress.COM answer is no.
The WordPress.ORG answer is yes because you can use plugins.You can only set a single interface language for the blog here > Settings > General
There is no FTP access and we bloggers cannot install plugins on free hosted WordPress.com blogs. That means we can’t use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
