For what site is this? Using WooCommerce Payments requires the Jetpack plugin, and I don’t see any Jetpack-connected sites in your account.
That aside, this isn’t something we’re able to help with here in the WordPress.com forums.
Please ask for help in the WooCommerce support forums instead if you believe this is related to WooCommerce, at https://wordpress.org/support/plugin/woocommerce/

This is an error that was received after this email from WordPress. The issue is that WordPress had some update that is conflicting with our plug in WooCommerce. We are not even able to delete the plug in because we can’t even access the website. Please advise.

The forum you’re posting in now is for the hosting provider, WordPress.com. We’re not the same thing as the open source WordPress software, made on WordPress.org, and we have no control at all over your site.
That email is coming from the WordPress installation for your site, and you need to contact your hosting provider’s support for help with this, as that email instructs.
You can also ask the WordPress.org community, who makes that software, for advice in their forums that I linked to above. They’ll be able to tell you what you can do to troubleshoot and fix this issue.
P.S., I’ve removed the recovery mode link you posted above – that link includes a security token that allows anyone that clicks it to log into your site’s dashboard, so please don’t share that link anywhere public, including this, and the WordPress.org forums.
