  Set up a free website, how can I make it live and how long does it take?

  That site is live if you type the address into browsers. If you mean you cannot see the site name via search engines, that is because the site is only three hours old and has no content. Search engines can take a few weeks to get round to indexing new sites, and then only if they contain some unique and interesting content. So, start posting and you’re good to go.
