Website Layout Broken When I am Not Logged In to WP

Hello,
I am having a problem with the layout of my website when I am not logged in.
Viewers were complaining that the website is not showing correctly, I did not see the issue while logged into WP. I logged out and saw that the layout was off. Please review both screen shot links below.
