  We are using stephenwbriggsauthor.wordpress.com. When we sign up of a plan can we change the website name to stephenwbriggs.com?

  But please note that the address/or domain name itself is a separate purchase ($18/year), though the initial 1-year registration is included for free in your annual STARTER or PRO plan.
