Website not functioning

I am not techno-savy enough to be able to figure out or execute a technical solution to a problem that is obviously inherent in the site itself. As I explained in the early hours of this morning, I cannot add tags for a new post. Some of the buttons on the right side of screen are not responsive — those which control adding subjects, tags, and help. The only button that was operational was the one which allowed me to publish the post. I reported the problem here then and was asked a follow up question: Was I using IE? I responded that I was. I am reporting a problem with this website — one that I could not resolve myself with or without support.
Be advised that I did all of the following twice before making my first report in the early hours of this morning: refreshing the page, or clearing the browser cache and cookies. My browser setting are the same as they have been through most of past posts.

The blog I need help with is: (visible only to logged in users)

Get IE11. Reboot your computer after the update.

In order to help you we need to know your specific computing environment details. Please work through what follows and report back.

    1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.

    2. If you are using an IE browser in compatibility mode please disable that mode. http://www.sevenforums.com/tutorials/1196-internet-explorer-compatibility-view-turn-off.html

    3. If you are running one of the browsers and versions listed at http://browsehappy.com/

    (a) Try clearing your browser’s cache http://www.google.com/support/accounts/bin/answer.py?hl=en&answer=32050

    4. Try using another browser.

    5. If you are not successful let us know:
    (a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
    (b) Exactly which browser (and version of it) you’re using by checking here if necessary http://www.whatbrowser.org/

I appreciate your suggestions, but we live in different worlds.
I use two computers neither of which belongs to me. However, I communicated your message to reliable managers of both systems and both indicated that no changes had been made with the last week, which was when I last successfully posted on WordPress and added tags without incident.
Beyond that, I have no access to, or control of, either system.
I understand that other variations in individual setting should not, but may have occurred on my end as a result of other activities — authorized or otherwise. However, there is probably little I could do to affect these. I spend only about 50 minutes a week on line, and . . . I so wish it was less. I’ve always liked computers as tools. They’re time-savers unless you try to play your own tech. Then, they steal time like sand down a rat hole. And, of course, there’s the internet — not a “world,” social or otherwise, to me and that’s how I like it.
Honestly, I’m not upset and this isn’t rant, but the responses above are addressed to someone with a far different relationship to computers, the internet and WordPress than I can afford in terms of time.
Practically, exploration of some of the more subtle issues would likely be beyond me.
Really, thank you. I appreciate your efforts.
(Please terminate this thread. I won’t be back on-line for email or anything else for days) MG
