  I am trying to create my site after purchasing the $99.00 a year Premium plan. My account is stating that I have not purchased a site yet.

  Hi there,

  Did you purchase the Premium plan already? If so, you should have created your site already. A paid plan comes with a site definitely. Please check if you have your site or not via https://wordpress.com/sites.
