I’m attempting to figure out the which plugins my site will need, but I’ve found that I’ll need a business plan. I heard from somebody who had experience with WordPress that I didn’t need a plan to install plugins. In addition to this, how can I tell if my website is a website (.com/.org) or a blog? My group needs this website to be a website, instead of a blog if it is one.

Yes, that’s true. To install plugins on a WordPress.com site, you need to upgrade to the Business plan.
I heard from somebody who had experience with WordPress that I didn’t need a plan to install plugins.
That’s the case for the WordPress.org software where you can install it on other hosting providers.

So if I was unable to get the business plan for WordPress to install plugins, I would be able to install them through my hosting service, as a .org? How would I switch the website from a .com to a .org to enable this? Did I understand that correctly, or did I misread something? -

That is correct. The self-hosted version of WordPress (the .org version) which is used to set up sites on traditional web hosts like GoDaddy, Bluehost, etc. is more advanced and completely DIY, but would also allow you to add 3rd party plugins or themes.
