  Hi,

  See the Edit a Page section of the Pages support page, and the Edit Pages Screen support page.

  On theme Twenty Sixteen, links to pages will only be automatically be added to the custom menu if the box labeled “Automatically add new top-level pages to this menu” at Customize > Menus > name of menu > Menu options is checked.
