Website “Passport” System?

I want my site to be private and have complete control who gets in and who doesn’t. I have devised a hypothetical “Passport” system that works as follows:
1: A list of Usernames and Passwords are made by the site admin
2: Anyone attempting to access the site is met with a login page, but no registration options. Wannabe members must go off site and contact an admin.
3: Admin puts new Username and Password on list.
4: When new user logs in with the given Username and Password an account is made.
No emails, no automation. Is this system possible on a WordPress-hosted site? I’m new to this and would appreciate a descriptive solution, please. -

Thanks for sharing a detailed flow of your plan for a private site with a custom registration and access feature.On WordPress.com, there are two options you can choose from:
- Built-in Private Mode. You can set your entire site to Private so that only people you approve can see it. Visitors would need a WordPress.com account to request access, and you can then approve or deny them. - Custom workflow. If you want to recreate your “Passport” system exactly as you described (no email, no automated account creation, credentials fully controlled by you), you’d need the flexibility of plugins. Please feel free to look for and add a third-party plugin that matches your preferred login flow.
