  Hi, is it possible to choose the free plan while designing the website and then upgrade this to one of the other plans once it is built. My domain currently has a website hosted on it until the end of the month so I thought I could use this time to design my new site.

  Absolutely! You can upgrade your plan at any time. You can find more info on the plans at https://wordpress.com/pricing/ .
