I have a client that wants to keep their site up and running as I redo their website. I want to change the theme but don’t want the changes to be live before they review it. Is there any way to work on a temporary file then publish it after the changes are reviewed?
I know they defiantly don’t want their site to go into maintenance mode. Is there any other options?

Is the site hosted here on WordPress.com? If so, there isn’t really a way to do that here.
If it’s a self-hosted WordPress.org site, we really can’t help with that here.

I had a similar situation with a site that used the WordPress.org software AND had a webhost that allowed a subdirectory where I was able to work on the whole site update and then had some (now forgotten) Steps from WordPress.org to make my new site the public site when I was finished with the redesign.
So check with both the WordPress.org forums and documentation AND your hosting company.
