  I built my two websites with WordPress for several years, but stopped being active a year ago. Is there a way to get the sites up and running again? Can I retrieve my files and database?

  Those sites are not hosted with WordPress.com (both are using the open-source WordPress software, from WordPress.org, but hosted with Hostgator), you’ll want to reach out to your host directly about it.
  You can also find more information on the community forums: https://wordpress.org/support/forums/

  Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
