website showing only index page

  I was working on my personal website and I changed the site url and home url to my personal ip address everything was going smoothly then I restarted my pc and since then I am not able to login or even visit my website on either localhost or http://myip.com none of them if working I tried evey possible thing
  change config.php to define siteurl and home
  tried updating functions.php for siteurl and home
  tried to change database
  removed all plugins
  i only get the broken home page now none of the links are working no functionality at all i cant login to admin panel but broken home page and if i click somewhere it says hmm..can not reach the page
