Website strongly outdated – no update possible anymore. How to properly download website content?

Dear WordPress Support,
My Website hasn’t been updated since 2018. Because of that, I can’t access the website Editor and update it manually. I was however able to reinstate the login page, which I couldn’t even access before.
To solve that, I have already cut the losses and decided to download the whole website content and create a new one. I read on a forum that it is generally recommended to also download the Website Database via Cpanel. Is this true, or is it sufficient if I just use my backed up website content on my PC to create the new webpage? If it is necessary, how does the process go like?

It looks like jgbm-hamburg.gbm-online.de is a self-hosted WordPress site, which is a bit different to a site hosted on WordPress.com. You can read about these differences here: https://en.support.wordpress.com/com-vs-org/
You would need to reach out to the hosting provider with regards to downloading a copy of the website.
It sounds like you may need to rebuild the site using a more up to date theme.
