Hi there,
I’m not sure what migration options your host offers, but because we are a managed service we do not permit outside connections to your site. You can however download the full contents of your site (all source files as well as a copy of the SQL database) by choosing the “download” option here: https://wordpress.com/backup/thewashingtoncountyauditor.wpcomstaging.com
With those files in hand you will be able to create an exact copy of your site on any host that offers FTP and SQL database access.
Another option is to use our built in migration process. To do that you can add the Jetpack plugin to an empty WordPress site on your new host, and then follow the steps here: https://jetpack.com/support/cloning/
Hope that helps. Please let us know if you have any more questions.

To clarify, have you let your Business Plan expire on thewashingtoncountyauditor.wpcomstaging.com?
If so you may need to upgrade again so that you can download your backup. After you download your backup you are welcome to cancel your upgrade and as long as you do it within a few days of purchase you will be qualified for a refund.
Let us know if you need further assistance or if you have any questions.

Hi there!
Backup and restore is a feature that’s available on the WordPress.com Business plan. Besides, your site had the WordPress.com Business plan with plugins installed. Plugins aren’t supported in free or plan below WordPress.com Business. Because your site doesn’t have any paid plans (but it still has plugins etc.), it doesn’t have access to those features anymore.
So you can upgrade to the Business plan again (You can choose the monthly plan here: https://wordpress.com/plans ) → reactivate the plugins/custom theme to have the site back to how it was before the plan expired → Download a full backup of the site → cancel the Business plan within the refund period to receive a refund.
You can check out our refund policy here: https://wordpress.com/support/manage-purchases/#refund-policy
Regards
