  I’ve edited my website and have published it, but I cannot see my website on mobile or desktop when I’m not signed in to wordpress. When I get the link and try opening it on phone it says ‘Oops, that page is not found’. I am using the free plan, I don’t know if that has something to do with it or not.

  Oops! That page can’t be found.

  doesn’t mean your new site isn’t online. It just means you haven’t set which page you wish people to see when they first visit your site. Have you got a page in mind that is perhaps still set as a draft? Or perhaps set the blog posts page as the front page at “Design” “Customize” “Homepage settings”.
