I was wondering if visitors have to have a WordPress account to fully access my website. If so, is there a way to change that? -

If you set your site to Public, they will not need a WordPress.com account. Anyone can view it.
If it is Private, they will require an account. That is the only way you will be able to control who views your Private site.
If you want your site to be private, but not require viewers to have a WordPress.com account, check out the support post on password protection:

If it is set to Coming Soon, only people who are users on the site will be able to see it, while logged into WordPress.com.I hope this helps!
