A blog is a type of website. You can set up a website with the free WordPress.com platform. How do you distinguish a website from a blog? Or, what changes need to be made to your blog to change it into what you refer to as a website?

There is not a different place for setting up a WordPress.com website as opposed to a WordPress.com blog. Some themes may be more appropriate for what you have in mind. You may select from themes at the WordPress.com themes catalog. You may filter the search using the options displayed by clicking the “Find a Theme” button.

WordPress.com is primarily for blogs, but you can create static pages and organize them like a traditional (non-blog) web site. For starters, see this support article on Post vs Page:

If you’re sure that what you need is a traditional web site rather than a blog, then you may want to look into sites which specialize in that. Some sites have templates with a pre-defined structure, making it easier to create a traditional web site.
